Sue, a peace of advice, when you have a hair trigger always have your target in the cross-hairs, otherwise you'll shoot your foot off. Attached are two of my many notes on this project that will set the record straight.

Now where do you get the audacity to bring my wife into your bogus accusations. An apology is in order.  
Sue: If you have a problem, it should be addressed with me and with me only. -- I have countless documents that have tried this approach, you probably don't really want to go there.
Sue: I can not get any men to work behind your house as they were so verbally abused. -- The w/o's that I have asked for would prove this to be FALSE.
Sue: I am sorry this happened, so now I must have in writing what you want done behind your house and it must be signed by both you and your wife, before we will consider doing anything further on Highland Fall Golf Course behind your home. -- All that has been expected from SCSCAI is normal maintenance defined in the governing documents. We have been promised weed and overgrowth maintenance to be performed on Highland Falls Golf course bordering three
properties at 2624 High Range.

LINK Magazine, (misleading report to the Membership)

January 6, 2015 the President & Board was made aware of a report in the January 2015 LINK article titled,, "From the Executive Director", was incorrect and misleading to our community,,, The Executive Director alludes that SCSCAI is financially sound. Not true.

Febuary 2015 LINK Summary of Operations is misleading as to the financial condition of SCSCAI.

SCSCAI has a very complicated financial structure because it consolidates the balance sheets of the membership funds (Dues) with for profit cash business (golf/restaurants) therefore, co-mingling assets, liabilities and ownership and not providing the accountability of Generally Accepted Auditing Standards, or GAAS to the SCSCAI membership.

Investment Club - Sun City Summerlin article in the Review Journal Newspaper about their NEW EXECUTIVE DIRECTOR

Darcy, my name is Dwain Kramzar and I am a seventeen year member of the Sun City Summerlin HOA. You and I previously met a few years ago at a Nevada Real Estate Division meeting. My neighbors and I are requesting your investigative reporting skills for an unbiased observation of our community.

This February we are having an election of four of nine Board of Directors in the SCSCAI HOA. The Board of Directors are elected to represent the membership with reasonable governance and rules, to provide for the care and maintenance of the facilities in a cost effective manner, and to create an atmosphere which encourages new and old residents to maintain the active lifestyle they have sought by moving to the community. SCSCAI members are being denied these fundamentals outlined in our governing documents.
Summary of problems:
  • Freedom of Speech denied Membership  
  • Appointment of Board President to $120,000 Executive Director position without qualifications required (below- Letters to the Review Journal Summerlin Editor, Jan. 15-21, 2015)
  • Control of information in the LINK magazine that publish incorrect and misleading information to our community,,, when informed was met by the BoD's-"CODE OF SILENCE" as USUAL!
  • Board & Executive Director fail to maintain Cost in an Effective Manner: - $2 million + Business LOSSES due to the mismanagement, co-mingling of Membership dues & Business LOSSES. Lack of COMPETENT MANAGEMENT is the major contributor to the Millions in yearly LOSSES to this community,,,, these LOSSES amount to RESORT FEES that are embedded in the memberships dues.   
  • $15 million Budget without Audit, Business Plan or Accountability

A main concern of the Investment Club is the education of its members on how to protect and increase their Finances. With that said, I previously sent you an email about how the Sun City Summerlin BOD is using $120,000 of Our Dues Money on the new Executive Director. I followed up on that via an email to the Review Journal Newspaper. The following is what they published in their VIEW Section.

RESIDENT OBJECTS TO NEW BOARD DIRECTOR. The Sun City Summerlin board has had several executive directors over the past few years. Each time the Board apparently goes through an exhausted search for the right person. Unfortunately, that does not appear to be the situation with our latest executive director. The new director was initially elected to the board, which nearly everyone knows is a popularity contest rather than based on experience. This new member subsequently became the president of the board. The experienced executive director recently departed and the board voted for the board president to become the new executive director without searching for an experienced person. This new executive director does not appear to have any experience for the job and is being paid $120,000 annually from our dues money. The board was questioned multiple times about the experience, ability and salary of the new executive director and the board refused to respond. To properly and correctly resolve this situation, I strongly suggest the Ombudsman, City Council and Mayor's office thoroughly investigate this situation and determine if there any possible corruption, collusion or the like occurring in Sun City Summerlin and openly advise Sun City residents of their findings ASAP.

Don, 
I fully support your position regarding the CC&R's.  
I like you live on Highland Falls G.C. and am well aware of the LOSSES due to Golf & F & B. These LOSSES are a direct result the past Board of Directors refusal to implement a Business Plan/P&L  and the co-mingling of membership dues with business expenses. If these issues are not addressed these business will continue in the same direction.  

It would not make any sense for the Board to contemplate any closures. Whats the probability of success when you consider their past track record?

As a Director I would certainly want a lot of answers before I voted for anything.  I agree with everything you said and like you I am willing to cover the loss but I do live on a golf course.  Personally I wish they would close it because of the great advantages that would come to every resident and absolutely no harm to the golfers.  I hope the Board takes the necessary steps to get answers for you but when I was a Director they refused to even talk about it.

Most of the people who live on a golf course could probably care less if they ever saw a golfer again.  They payed for the view and that will never change.  Most pay for golf damage and that would change.

For the record I do not agree that we should cut our losses by closing a golf course unless and until I can be shown that:
1 - Closing a golf course will actually save a significant amount.
2 - That there is a plan in place as to what to do with the closed golf course area.
3 - That I am convinced that the probable issues and law suits will be worth the trouble.
I do think that a vast majority of owners realize that a portion of our annual assessment goes toward golf. I also have been told by numerous members that they do not want a golf course to be closed. Further that the ambiance provided is worth the extra money. I am neither a golfer nor do I live on a golf course however I personally am willing to pay the extra today for the golf ambiance. You may disagree and certainly that could change over the years as the golf expenses increase and/or play decreases.

Bruce, that article is to protect the Board but should not be interpreted as requiring a vote to prevent the Board.  I know you are not an attorney but common sense should tell you that if you are losing money on golf and food the Board is required by the CC&Rs to stop without voter approval.  I just put a message on the chat line explaining all of that.  Since you seem to agree that we should cut our loses by closing a golf course if necessary I see no need for any more discussion between us on this issue.

I am not a fan of the way the Board and Administration operate and it is my opinion they have knowingly operated improperly ever since Del Webb left the Board.  They once brought an action against me and when I wanted to defend they dropped the complaint and the state said I could not continue.  That would never have happened in a court of law.  The Board is welcome to file a complaint against me anytime.  At least that would show which Directors understand what being a Fiduciary means.

None of these messages will change anything and I for one would hope the chat lines close if its members are not willing to get involved.  Our losses are only about 1/3 more than they should be and at $107 per month per house most of us can absorb the loss.  The fact remains that no matter what the loss and I expect it to go continually higher the Board has no right to budget for it.

Steve, I appreciate your frustration with SCSCAI leadership and would like to add my comments to Mr. Crawford and the Board relating to millions of dollars in LOSSES. 

  • Crawford: As I stated in my other post, the losses have been ongoing for many years.  Please ask the previous Boards , not me, why was nothing done previously. [many home-owners including myself have pointed out the need of a Business Plan only to be ignored. Ref. Link Business Plan Request ]

  • Crawford: I'm  trying and I think succeeding, at least on the restaurant front to cut the losses. And what is the Board doing, I said in my other post, how can you be ignorant of the actions takes to cut the restaurant losses? [look at the Board's past actions and track record. Ref. Summary:

As President in 2012 why didn't you have Mr. Akers place his email address in the LINK? It is still NOT in the LINK. Maybe the current BOD President will rectify that situation. And again, I ask, what have you done to solve the problems of golf and restaurants? What Mr. Frank has done, along with other Sun City residents, is to elect a group of people who wanted to be on the BOD supposedly to resolve the many situations that exist in Sun City rather than just 'enjoy the power' associated with the position. That is what Mr. Frank has done. The real question is what have you and the other BOD members done?  I'm  trying and I think succeeding, at least on the restaurant front to cut the losses. After checking my notes, hopefully this will help end all your confusion. Sept 5, 2013 I contacted the then ED, Barbra, asking the rational used with the Agenda item, **X-2. Discussion and motion regarding extending or renewing Templeton Gaming Corporation's lease. President Crawford sent out an arrogant reply, "Lets not forget it's "our" responsibility to do what we think is right, not Kramzer's.  He can run for the Board too.

We all live togther in this community and we all would run it differently if we were incharge, but the homeowners have elected 9 members of a board to be in

 We don't think alike, but we all think we are doing what is best for the residents and we live with the "majority rules".  In this case, 5 Star Tavern seems to be best for the association and gives those few residents that are active a place to go to eat and gamble within the community.

[I would highly recommend each and every Sun City resident invest the time to visit these properties and judge for themselves, it's your community. Let the Sun City community decide who is dishonorable, me or you!]

To set the record straight please reread my correspondence "Open Letter to Sun City Summerlin". I would like to point out a couple facts about the things you alluded to.

  1. I firmly believe that this Sun City Community belongs to the homeowners and each and every Sun City resident should invest the time to visit these properties and judge for themselves when making a nine year commitment that involves community lifestyle.
  2. I wasn't registering a complaint, I was pointing out the history of the Board's unlucky and very costly business decisions. 
  3. I wasn't questioning the Board's honesty and integrity, just past results.
  4. I do question the Board's refusal to address serious community lifestyle, health and welfare concerns presented to them.
  5. What I don't understand is why any Director/committee would refuse/ignore an offer to share forty-five years experience when making such an important decision for our Sun City?  
  6. These views and comments are strictly my own, not anyone else's views-as you alluded to. 
  7. FYI; I have run for the Board. I achieved getting a public commitment of the eleven candidates to implement a business plan that would end co-mingling business expenses with members dues. As I have said in the past I moved to Sun City for a retirment lifestyle, not to be an amature politician.

My wife and I have both been to Five Star establishments. We brought with us on one visit Rhoda Ring. I know of at least 10-15 other members who have been to one or more of their establishments including all board members as far as I can tell.
Mr. Kramzar's is the very first complaint about Five Star that I have heard.
If you ever run for and get elected to the board you will quickly find out that nothing that the board does pleases everyone.
We do our very best as a board in the open with honesty and integrity. The Five Star lease was the subject of many meetings and on the board agenda at least 3 times. I believe that Mr. Kramzar was in the audience at least once. Personally I never heard a word of objection until after the board approved the lease. Then I heard it from Gelbman, Hall and now Kramzer.

After attending the 12/3/13 Board meeting where the Board praised themselves and unanimously approved a three/three/three year lease with 5 Starr Gaming for the Vista Grill.

Due to the track record of the past Board's business decisions I was prompted to visit two of the 5 Starr Gaming properties. I observed that 5 Starr's main objective is placement of slot-machines and not providing a social environment for our community, frankly their Saloon operation is not a good fit for our Sun City Community. I would highly recommend each and every Sun City resident invest the time to visit these properties and judge for themselves, it's your community.

The Board made their decision based on a committee chaired by Director/chairman Sue Papilion. I have offered to share my forty-five years experience as owner/operator of Gaming/slot-machine company with this Director/chairman and past Director/chairmans to help them ask the proper questions, and avoid another train wreck, when making their decisions, these offers were ignored.
