Request of the Board

Sun City Board of Directors

Mr. Post, President

Mr. Winkel, ED

July 8th I requested a written copy of the 2010 Business Plan that the
Treasure Mr. Baer insisted was a matter of record. Mr. Baer acting as
spokesman for the Board responded by criticizing my request and
directed me to obtain copies from Mr. Robey, that I did. These copies
reflects that these are summaries not Business Plans, just as I said
to Mr. Baer. The $2mill LOSSES and mismanagement of Sun City
businesses can not be justified by a one page summary; where is the
accountability? (backup correspondence attached below)

Therefore I request this correspondence be read into the minutes of
the January 20th Sun City Board meeting. I also request the formation
of an independent Commission to apply the components of Business Plan
for an Established Business to the Sun City Business.

If I can be of assistance do not hesitate to give me a call,

Mr. Baer;

Let's cut to the chase! I do not understand why there is a resistance to a

Standard Business Plan by you & the management. FYI: my views have

absolutely nothing to do with a Standard Business Plan. As I stated before

"you have an opportunity to bring these LOSSES to a halt and it won't cost

the community one dime" this is a chance for you to do something great for

our community. The Business Plan conversation you refer to at the January

"Meet the Candidates" meeting was a mystery plan and has never been

published. It is impossible to be misleading about a hypothetical Business

Plan you referred to in my January 18th Email. In the future remember; "If

you ain't read it I ain't said it"

at the Meet The Candidates Meeting last January you insisted Sun City had a

Business Plan; however when asked directly to produce the written plan you

were hesitant and admitted the plan was not formal just a number of ideas.

Also last January you and I both attended Mr. Winkel's Budget & Business

Plan Meeting where he presented ten Department Summary's he labeled as

Business Plans. You and the other Board members didn't seem to have any

problems with these Summaries or the $2mil plus LOSSES. I and other Sun City

residents expressed the need for a Plan in the past only to be ignored. I

RE: Business Plan

Mr. Kramzar.
 
First to your question.
The Business Plan?????  that I reviewed presented by our Executive Director almost created a personal health problem when I read it. 
As the saying goes "I almost busted a gut laughing".  This was the most unprofessional work I had seen that was foisted to others as a "Business Plan".  
 
I do not have any copies of any Business Plans produced thereafter.
 
In my prior posting in Item 1, there was an error, the  cumulative losses are over $10,000,000 and growing.

Your point #3 you said you had an opportunity to review the first cut of the Executive Director's Business Plan that he presented to the Board. Mr. Baer stated Ron Winkel sent out a set over four or five emails between February 19th and the 23rd to the whole Board pertaining to sets of Business Plans. Question; are any Plans Mr. Baer mentions different that the ones presented at the January Budget & Business Plan meeting? These ten plans were Department Summaries not Business Plans. I believe it to be self evident that the following condition exist in Sun City Summerlin and they have a very depressing influence on prospective purchasers of properties in this community:

 

1. Cumulative losses from 2 supposedly self supporting businesses ....... greater than $2,000,000.

 

2.  Current losses from these 2 businesses, prior to the moving of expenses to other activities ........ greater than $2,000,000 per year.

 

3.  Either the Board, and or the Executive Director, do not have any understanding of a standard, normal, or workable BUSINESS PLAN, or they are deliberately not willing to prepare one for fear that with measured goals and time lines to which they may be measured they would be recognized to be less than 'businesslike'.  I did get an opportunity to review the first cut at a Business Plan that the Exec Dir presented to the Board.

With my many years in the commercial for profit business world this effort was ludicrous. If I had presented something like that to any of my supervisors I would have been ejected and given a short time to come up with something suitable to take to the bank in order to apply for a business loan.

 

4.  This Sun City Community is managed on the basis that it is impossible to declare bankruptcy ( a FACT) and that all losses can be covered by increasing Members Annual Dues, taxes on new owners via the New Owner Reserve Assessment, and of course with Special Assessments as we have had in the past, to a level of over $6,000,000.

 

5.  The philosophy prevails that any losses, or costs, when divided by the 7,781 unit owners will be relatively small.  That's how a $5,446,700 Special Assessment for Golf Reserves was implemented.

 

6.  This Treasurer and most of his fellow Board Directors appear to be unwilling to resolve the severe financial problems and they get away with it.  They show a Budget that has a small surplus at the end of the Fiscal Year.  Few readers recognize that submerged in the Budget are the amounts of money to cover the losses with a little surplus.  This FY 2010, taking into consideration the new era of shifting about $300,000 out of the Golf Operating Expenses the losses are estimated to be about $2,300,000.

 

As far as I'm concerned Mr. Kramzar, unless the Treasurer moves quickly to get a Business Plan implemented that is one that meets the normal standards, he and the Finance Committee members are doing a major disservice to this community and are heavily responsible for growing losses and some of the decreasing property values.

Now did you write your comment below as a Director?  I know that I am writing this email as a resident and not a Board member.

 

As I have told Dwain and now I’ll telling you, file a complaint with the CCOC.  That is the same committee that gave Robert Hall some satisfaction against RF.

It's late and I'm tired but I must get this information out to you right now because so many of you want to Vote Early and are e-mailing me and calling me for my recommendation for the WARD FOUR CITY COUNCIL SEAT!

 

Have you had enough of the mailings?  I have.  Don't you wonder about the amount of money being spent?  The position is a "part-time" job with a full-time commitment.  Larry Brown, who occupied this seat for 8 years before becoming our County Commissioner, set a standard for the office; one of commitment, class, service and honesty.  I didn't agree with him on every issue-heck-at this writing I don't agree with some of my past opinions on issues.  Hopefully, we all grow smarter, learn from our mistakes (I like to say, because you make a mistake it doesn't mean you ARE a Mistake!).  Midnight rambling.

 

I Strongly Endorse Glenn Trowbridge and recommend and boldly ask you to VOTE for Glenn.  He is highly respected by all those who will be working with our new City Councilman.  His Integrity has only been questioned in "hit" pieces sent by un-named people who accuse Glenn Trowbridge of being a "Puppet in the Pocket of Powerful Union Bosses".  This is such a stupid fabrication that no one who has even had a brief

acquaintance with Glenn would believe it.  I know Glenn Trowbridge and I know this to be a lie. 

 

 Further, you have read (on these awful mailers) that a new City Hall would cost YOU, as the Taxpayer, money!  Redevelopment doesn't cost you a dime - not one dime.  IN FACT:

It brings the City major amounts of Tax dollars from the new businesses that fund the development of new buildings and renovations of whole blighted areas, and....the intelligent Redevelopment Plans will bring several thousand jobs to our residents in the building industry who ARE NOT CURRENTLY EMPLOYED because of the downturn in our economy.  Once buildings are up and running, thousands of new jobs will be available for the many other currently unemployed residents of our community!  A City without a good Redevelopment Plan is a dying City!  The plan currently available for you to study is not a good plan - it's a terrific, intelligent plan that will benefit our City in future years.  A City must plan for many years out-it's one of the major responsibilities of City Officials and managers!!!

 

I am sickened by the willingness of the backers of the other Candidate to lie and to mislead the public who are all too willing (it seems lately) to believe such fabrication. 

 

Both Mayor Oscar Goodman and Commissioner Larry Brown, who will be working closely with the new City Councilman, support Glenn Trowbridge...Strongly! Previously I told you we had two "good" candidates and suggested you learn about them and make up your own mind.  Well, I no longer think we have "two good candidates" - I believe we have one OUTSTANDING Candidate.

 

I implore you to not only Vote for Glenn but to speak with your friends and neighbors and ask them to vote for Glenn.  Most people have not plugged in to this election; at least judging from the number of calls and e-mails I have received.  So, please don't be shy.

The Ward Four City Council Seat has a direct relationship with Sun City Summerlin.  Who answers that phone or e-mail when you voice your opinions or ask for attention or support really does matter to us. 

 

I've gone on enough.  I cannot close without thanking David Steinman  who has been ably filling the responsibilities of this seat since the beginning of the year.  How lucky we are to have him on our current Board of Directors, leading ARC, and heaven knows what else he is deeply involved in here in Sun City.  How knowledgeable and fair, patient and sensible a man he is.  We have quite a few people, in the manner of David Steinman, who stand tall in their service to our community.  They get little thanks but a lot of grousing.

A note to Kitec owners:  Just a little more patience.  The Court Hearing scheduled for yesterday is re-scheduled another week. It looks like some headway may be in our favor with some who were opposed to the current settlement language so the daly may be a good thing.  I will update you as soon as I hear from the attorneys - hopefully by next Friday.  If no one files an objection to the Del Webb settlement it is possible that some re-plumbs will be started and a partial payment will be in the works for those who have re-plumbed out of their own pocket and who are waiting anxiously for reimbursement.  I'll let you know as soon as I know.
