Overview of Sun City Summerlin Politics (Who's in Control & Why)

Steve, attached below is a fairly accurate over view of Sun City Politics by Don Gelbman. I believe Don left out one important element, the Investor influence over Sun City's Home-owner Association. The Investor has a different set of priorities than a retiree home-owner, that is income, over lifestyle. This would explain the arrogance of BoD's when dealing with the home-owner's.

In the early 90s the Developer turned over control of the Association to the Homeowners.  The original Developer Boards were interested in sales but the State was in the process of turning over Home Owner Associations to the CAI.  The Developer employed those CAI attorneys to develop the Recorded Governing Documents.  We are fortunate that in SCSCAI all of this occurred before the CAI took over the State Home Owner Association Statutes known as NRS 116.

In the mid 90s there was a lot of turmoil and a large group of dissenters.  Since the Developer had finished the Development the only thing it was concerned with was the completion of the sale of the homes.

The first Board was trained by the Developer.  One of he Presidents of the Board was a Homeowner employed by the Developer.  Many of the Directors had financial ties to the Developer.  A group came along and took over the Home Owner Association Club which at that time was considered the Minor Board free from the Developer and committed to the Residents.

They changed its name to the Residents Forum.  The Association Charter was changed and it became the first Community Organization.  A group met to take over the Main Board of Directors.  That group was successful and took the name Concerned Citizens.  The group is no longer in existence but the results of that takeover is still with us.  The Group was made up of Residents who wanted Sun City Summerlin to be as much like a Country Club as possible and were very successful.  Unfortunately the result was large golf operating losses every year that were paid for by the members Assessment.  Now there is a big bill coming due to pay for Golf Maintenance with no funds set aside.  The only way the golf courses can be maintained will be through a Special Assessment.  The Reserves can not be used for Golf.  We had one years ago and will have another probably sooner than later.

Our Board is now stonewalling on responding to Residents requests for information.  They have the power to do whatever they feel is in the best interests of Sun City Summerlin.  They have not used that power wisely or lawfully.  Violating its Fiduciary Duties is self evident.

Most Directors are very smart and hard working.  They have a tough job for volunteers with little experience and inadequate support staff.  The Boards over the years has brought this upon themselves for reasons only they know.  What we do know is that the way we Operate means that no new volunteer Director will ever change anything.  Those who chose to run and happen to win will not be allowed to dissent but if they like the Perks and play the game they are guaranteed a job for life.
