What is a Parliamentarian?

A parliamentarian is a consultant who helps organizations develop and understand their bylaws and other governing documents. A parliamentarian advises the president, officers, committees, and members on matters of parliamentary procedure in order to conduct productive, efficient, and legal meetings.

What is Parliamentary Procedure?

Parliamentary Procedure is simply a set of rules to make meetings more efficient and effective. Parliamentary Procedure is designed to help members of organizations discuss common issues and decide on actions. There are some good reasons for using Parliamentary Procedure:

  • You will get more done in less time by following orderly procedures
  • You will encourage greater participation by all members
  • You will ensure fair decision-making
  • You will protect the rights of all members, including those present at the meeting, those absent, the majority, the minority, and the entire organization
  • You will develop more effective leaders
  • You will help ensure the legal status of your meetings according to the laws of society and your own organization

What is a Parliamentary Authority?

A parliamentary authority refers to the specific procedural book adopted by an organization. Robert's Rules of Order Newly Revised is the most well-known parliamentary manual. It has been adopted by more than 90% of all organizations in North America. It is important that you are using the current edition of your parliamentary authority. Order the current edition of Robert's Rules of Order Newly Revised below.

Letter to the Board

Mr. Post;

I would like to bring to your attention three issues for your consideration, Roberts Rules of Order, Voting information given to residents, No new dues statement at April 13, 2008 BOD meeting.

ROBERTS RULES OF ORDER: In order to have Fair and Orderly Meetings & Conventions Parliamentary Procedure and Roberts Rules of Order (http://www.robertsrules.org) are mandatory.

EXHIBIT "E" BYLAWS SUNCITY SUMMERLIN COMMUNITY, 3.8 CONDUCT OF MEETINGS states At all meetings of the Association, Roberts Rules of Order shall prevail.

VOTING INFORMATION PROCEEDURE: It is customary when presenting an issue for a vote of approval by the residents that they are provided the Pro's & Con's and an unbiased Impact Study of the issues presented.

May 13, 2008 BOD MEETING DUES STATEMENT: At this meeting it was stated that there would not be an increase in the dues due to the $1.4 mil budget error, Recently I have been informed by several residents that there June dues statement reflected an $30 increase, this is contradictory to what was implied at the April 13th Board meeting.

Thanks,

Dwain Kramzar

Thanks for Invite

Bob;

Thanks for the invitation Saturday, sorry that Audrey and I had a previous commitment, don't forget the rain check. Thinking over our phone conversation I have a few thoughts I would like to share with you. First of all you stated that Mr. Winkel (ED) decided to get a NV certification for management. Maybe my letter to the BOD dated 4/17/08 with Conclusions that Sun City needed a professional manager with credentials in city management may have provided a nudge to Mr. Winkel ( www.jobprofiles.org/govccitymgr.htm ), I hope so. Now there is a need for a compliance with the By-Law requiring that Roberts Rules of Order shall prevail at BOD meetings. Just think what this would do for attendance at meetings.

Conclusions: 4/17/08

My remarks and comments are not intended to be inflammatory in any way but to represent the view of residents in attendance of a typical Sun City Board meeting. I firmly support Board Oversight of Professional Management; however our community (city) lacks professional management at this time. I often think of how great this community would be with a professional manager with credentials in city management.

Another thought; the Residents of Sun City moved here to experience "The Good Life" Social & Recreational activities with friends and neighbors, Sun City is not just another ordinary housing project. Sun City provides the amenities but has failed to provide management with a proper focus. It is reasonable to presume that the focus needed may exist with the residents; communications with the residents is the solution. How can this be accomplished?

  1. COMPILE A RESIDENT CONTACT LIST: neighbor inviting neighbor to broadcast information to email address, newsletter & blog.
  2. BLOG POST & COMMENTS: example ( http://daksplace.blogspot.com/ ) Share POSITIVE ideas (no negative) with friends & neighbors. Resident's INPUT needed!
  3. GOALS: To gather POSITIVE ideas needed to improve Sun City Summerlin – "The Good Life" experience. Social, Recreational and Community Spirit.
  4. THEROY: Flood community leadership with positive lifestyle requirements instead of day to day problems, let management deal with the problems that is what they are paid for.

Bob, I have taken the liberty to share this correspondence with three of my good friends and neighbors for their input and suggestions. I am looking forward to everyone's input. Give me a call if you need any clarification of my thoughts & ideas are needed.
